I should very much like to drop this.

The Hong Kong Covernment are satisfied

that they benefit by the existing arrange- ments or at any rate would gain nothing substantial by the proposed co-operation. They may possibly be mistaken; but any advocacy on our part of the other side must

be suspect by them, since they will real-

ise that, if any saving is to be made,

the Treasury will want some or all of it.

In any event Hong Kong only stands to

share a gain of no great total amount,
